Responsibilities
- Coordinate the development of policies and procedures to meet regulatory
- Develop jurisdictional revenue requirements, cost of service studies, and fuel clause adjustment factors to meet all regulatory filing
- Develop strategies, draft testimony and appear as an expert witness on behalf of the Company with regards to revenue analysis matters for formal regulatory proceedings such as rate cases, mergers or restructuring dockets.
- Analyze intervener testimony to formulate responsive testimony and assist with cross-examination and briefing.
- Manage the development of plans to ensure effective revenue analysis strategies are made in a restructured environment.
- Develop proposals to achieve Xcel's objectives in jurisdictions implementing retail choice.
- Maintain relationships with various areas of the Company to ensure that business information
- Manage the Information System assets of the Regulatory Operations organization by directing systems development, maintenance and utilization in support of the area's information requirements.
- Manage the day-to-day operations of the Revenue Analysis unit.
- Recommend long-term goals for the unit and strategies for achieving those goals.
- Plan and assign work responsibilities.
- Administer all corporate policies and procedures, including the Revenue Analysis budget and annual business plan.
- Manage and direct the selection, training, evaluation and development of employees within the department to assure optimum attraction, retention and motivation of employees.
Requirements
- Requirements College degree in Business, Accounting, Economics, or related field or equivalent work experience. Six years of rate-related experience. Specific
- experience in dealing with regulatory agencies is preferred.
- Must possess excellent written and oral communication skills.
- Must be proficient at personal computer tools.
- Requirements Demonstrated advanced level of cost of service and rate making and/or rate analysis.
- Demonstrated ability to appear as an expert witness.
- Demonstrated knowledge of the Company's accounting, budgeting and financial forecasting procedures and systems.
