Responsibilities
- Develop annual MEL plans, monitoring schedules, indicator tracking tools, and reporting templates.
- Ensure systematic tracking of project milestones, deliverables, and key performance indicators.
- Establish and maintain integrated digital monitoring systems and performance dashboards.
- Analyze epidemiological , programme , laboratory, surveillance, and vector control data to generate actionable insights.
- Monitor data quality through routine Data Quality Assessments (DQAs), validation exercises, and supportive supervision.
- Ensure completeness, accuracy, timeliness, and consistency of project data.
- Surveillance and Programme Performance Monitor malaria surveillance performance, including reporting completeness, timeliness, case notification, diagnosis, treatment initiation, radical cure completion, and vector surveillance indicators.
- Support integration of public and private sector surveillance data.
- Develop GIS-based analytical products in collaboration with technical teams to support hotspot identification and programme planning.
- Generate routine performance reports highlighting trends, achievements, implementation gaps, and corrective actions.
- Facilitate data-driven decision-making by presenting programme performance to project leadership and BMC.
- Document implementation experiences, best practices, innovations, and lessons learned.
- Support operational research, implementation science initiatives, and dissemination of project evidence.
- Ensure timely reporting against project indicators and contractual obligations.
- Produce data visualization products, dashboards, scorecards, and presentations for management and stakeholders.
- Maintain project databases and indicator repositories.
- Capacity Building Train project staff, municipal teams, and healthcare workers on monitoring tools, data quality, digital reporting systems, and use of programme data.
- Build institutional capacity within BMC for routine monitoring, performance review, and evidence-based planning.
- Mentor ward coordinators and technical staff on data management and reporting.
- Coordinate with digital health, GIS, and surveillance teams to improve interoperability and programme intelligence.

Requirements

- Qualifications Master's degree in Public Health , Epidemiology, Biostatistics, Health Informatics, Statistics, Demography, Monitoring and Evaluation, or a related field.
- Formal training in Monitoring and Evaluation, Health Information Systems, GIS, or Data Analytics is desirable.
- experience in monitoring and evaluation of public health programmes . At least 3 years of
- experience in malaria, vector-borne diseases, or communicable disease programmes is preferred.
- Experience working with government health systems, donor-funded programmes , or international development organizations. Demonstrated
- experience in developing MEL frameworks, indicator tracking systems, digital dashboards, and data visualization.
- Experience with GIS, epidemiological analysis, and operational research is highly desirable.

- The Monitoring, Evaluation and Learning (MEL) officer will support the design, implementation, and continuous strengthening of the project's Monitoring, Evaluation and Learning (MEL) system.
- The incumbent will ensure high-quality data collection, analysis, reporting, and utilization to support evidence-based decision-making, adaptive programme management, accountability, and documentation of project outcomes.
- The MEL Lead will work closely with the Brihanmumbai Municipal Corporation (BMC), project staff, healthcare facilities, laboratories, and other stakeholders to strengthen surveillance systems, monitor programme performance, and generate operational evidence to support sustainable malaria elimination.
- Responsibilities Monitoring and Evaluation Lead the implementation of the project's Monitoring, Evaluation and Learning (MEL) framework in accordance with Results-Based Management (RBM) principles.
- Operationalize the project's Results Framework, including monitoring of outputs, outcomes, and impact indicators.
- Data Management and Analysis Strengthen routine data collection, validation, compilation, and management systems across intervention wards.
- Learning and Adaptive Management Lead quarterly performance reviews and annual learning workshops.
- Contribute to the development of policy briefs, technical publications, conference presentations, and knowledge products.
- Reporting Prepare high-quality monthly, quarterly, annual, and donor reports.
- Participate in technical review meetings, supervisory visits, and stakeholder consultations. Required
